Revision to Department Circular No. 06, Series of 2015

(Revised Guidelines for Official Accreditation of Organic Certifying Bodies)

  1. Why is the Department Circular (DC) No. 06, Series of 2015 being revised?

The revision was based on the instruction from the National Organic Agriculture Board (NOAB) to increase the number of officially accredited OCBs in the country in order to meet the increasing demand for organic certification as affected by the lifting of moratorium for the organic labeling enforcement, and by the certification subsidy of the government.

  1. What are the main changes to the DC No. 06, Series of 2015?
    • Making accreditation to ISO/IEC 17065[1] optional instead of mandatory requirement for official accreditation
    • Inclusion of organic certification scheme for standardized certification protocols among OCBs
    • Improving the mechanism for decisions relative to official accreditation (e.g. suspension, handling appeals and complaints, etc)
  1. Who was responsible for the revision?

The revision was initiated by the Bureau of Agriculture and Fisheries Standards (BAFS) for review by the National Committee for Official Accreditation of Organic Certifying Bodies (NCOA-OCB) and by the NOAB.

  1. Procedure for Review and Commenting the Draft Document
    • Download the template provided here [Download].
    • Accomplish the necessary details[2] (e.g. name, contact details, organization, etc.) being asked from the template.
    • Provide general and/or specific comments/suggestions to the provisions in the draft document.
    • Provide justification for your comments if necessary.
    • Send the accomplished document not later than 28 July 2017 (5:00 PM) to the NCOA-OCB Secretariat via email.[3]
